-3-

.

allotment of 1,500,000 acre-feet to Mexico. The amount of 83,000 acre-feet, over
the allotment, consists of: a) 53,900 acre-feet of Wellton-Mohawk drainage by-passed
under Minute No. 218 operations by the United States, and b) 29,100 acre-feet, less
than 2% of the total deliveries, which was due principally to upstream irrigation cut-
backs during and following periods of rainfall in the United States. Total flows reaching
Mexico and their sourceS for the past five years are tabulated as follows:

COLORADO RIVER FLOWS TO MEXICO
Calendar Year Totals in Acre-Feet
Source of Waters Reaching Mexico
Total Waters From Return
Reaching Treaty Allotment Above Flows Below
Mexico (Schedul ed Del iveri es) Imperial Dam Imperial Dam 1)
1966 1,656,140 1,500,00 plus loan 1,104,070 552,070
of 40,535
1967 1,558,980 1,500,00 less loan 1,063,090 495,890
re turn of
40,535
. 1968 1,562,740 1,500,000 1,059,360 503,380
1969 1,565,780 1,500,000 1,056,250 509,530
1970 1,582,6002) 1,500,000 1 082 1002) 500 500 2)
, , ,

The effective control on waters reaching Mexico beginning in 1967, as shown in the
preceding table, reflects the benefits of regulation performance of Senator Wash Reservoir
by the Bureau of Reclamation. The effectiveness of this control is further shown by the
daily hydrographs of total deliveries to Mexico and Mexico's schedul e of requests,
reference Exhibit 4.

The preceding table shows that of the total quantity of waters reaching Mexico in 1970,
about 68% was from the river above Imperial Dam, i.e., primarily from storage, and the
remaining 32% from the return flows to the river below that Dam, not including returns
from the Imperial Dam desilting basins nor gate leakages.

.

1) Including flows crossing land boundary at San Luis.

2) Last two months estimated.
