<br />. <br /> <br />. <br /> <br />. <br /> <br />FOR COMMITTEE OF FOURTEEN <br />COLORADO RIVER BASI N S TA TES <br /> <br />FIFTH ANNUAL REPORT ON OPERATIONS <br />FOR SOLUTION OF THE INTERNATIONAL PROBLEM RELATING <br />TO THE SALI NITY OF THE LOWER COLORADO RIVER <br /> <br />The 5th, and last, year of operation under the five-year Agreement, Minute No. 218 <br />between the United Stotes and Mexico entitled "Recommendations on the Colorado <br />River Salinity Problem," was completed on November 15, 1970. <br /> <br />The United Stotes objective was two-fold: to reduce salinity of waters delivered <br />to Mexico under the 1944 Treaty, and to avoid adverse effects upon United States <br />interests. This report outlines the results of operations during the fifth year and <br />summarizes operations for the past five years, according to the records secured by <br />the U. S. Section, International Boundary and Water Commission, the Bureau of <br />Reclamation, and the Geological Survey. <br /> <br />1. Salinity of Waters to Mexico <br /> <br />The results of the operations during the 5th year in terms of average annual salinity of <br />Colorado River treaty deliveries to Mexico at the northerly boundary, are presented <br />on two bases: <br /> <br />a) On the basis of the United States operations under Minute No. 218 <br />which resulted in an average annual salinity during the 5th yearof <br />1278 ppm, a reduction of 11 ppm under the 4th year average. <br /> <br />b) On the basis of the combination of United States operations under <br />Minute No. 218, plus the voluntary by-pass by Mexico of additional <br />Well ton-Mohawk drainage waters, which resulted in the average <br />annual salinity of waters actually diverted by Mexico during the <br />5th year of 1139 ppm, a reduction of 45 ppm under the 4th year <br />average for such waters. <br />
