<br />Uli III 78 <br /> <br />~ <br /> <br />Deliverables <br /> <br />The tasks for this study are: <br /> <br />1. Based upon information provided by the Medicine Bow, Route, and Roosevelt <br />National Forest Staff, develop a description of trends in timber harvest and water <br />yield for Colorado National Forests. This analysis will extend from the latter part of <br />the last century (as limited by information) to present (2000/2002). This analysis will <br />include consideration and discussion where appropriate of existing literature on these <br />specific topics. <br /> <br />2. Based upon evaluation of existing data and docwnents provided by the Forest <br />Service, and through consultation with the Forest Service, the consultant will <br />determine a reasonable range of potential changes in magnitude and character of <br />water yield for the National Forest lands in Colorado. These changes should <br />reasonably reflect the laws, regulations, and policies that constrain and direct timber <br />and vegetation management by the US Forest Service. The consultant will display <br />water yield increases that could result from vegetation management under the existing <br />Forest Plans, or under the planned amendments to the Forest Plans, whichever is <br />greater. <br /> <br />3. If a judgment is reached that no additional timber harvest is likely or reasonable for <br />these lands, this judgment will be documented. In that case, for the purpose of <br />illustrating the effect of potentially feasible changes in timber harvest, the consultant <br />will also analyze a percentage increase in harvest comparable to those evaluated as <br />reasonable for the Forest Management Plans. <br /> <br />4. The consultant will determine, based upon existing data and best available methods, <br />the likely range of changes in water yield from these Forest lands <br /> <br />5. The consultant will provide a written report docwnenting the basis for these <br />evaluations and conclusions, with full citations and references. It is recognized that <br />these tasks will involve considerable professional judgment. The report will <br />docwnent all significant analyses and describe the asswnptions and judgments used. <br /> <br />Schedule of Deliverables <br /> <br />I. Outline for Report: 45 days following Notice of Award (NOA). Review comments <br />provided within 1 week ofreceipt. <br /> <br />2. Draft Report: 120 days following NOA. Review comments provided within 2 weeks <br />ofreceipt. <br />
