I~ this manner, a <br />continuing comprehensive effort can and must be carbed out to accom- <br />plish proper management and development of our limited but so precious <br />water resources. The states in this whole endeavor" in my opinion, <br />should remember that. they have to play, and they shquld play, a leading <br />role. Of course, the federal government has to play 'its role, too, and <br />there are overriding interstate c.onsiderations in whic.h the federal <br />government can be the only moderator and the only organization with <br />the skills and the money and the knowledge to handle the interstate <br />problems. <br /> <br />But, in the main, the federal government and its skilled technicians <br />should not be the major participants in all water resource planning <br />activity. <br /> <br />Leadership in long-range planning must be shared by the individual states <br />and the federal government. If the progress within the.realm of financial <br />reason is ever to be realized from comprehensive planning, the states <br />must find the money, and must find the talent to stand up to their respon- <br />sibilities. I know that there are many state people here today that are. <br />leaders in your own states, the field of resources and development. If <br />your states are to have a tremendously meaningful role in governing the <br />future of your states, you must move ahead and you must cooperate and <br />you must provide the money and the know-how to carry your share of <br />the load and see that the federal government is not the total dominating <br />force. If that makes me sound like a "states righter", so be it. But, I <br />do not think, and I have never thought, and I don't think that I shall ever <br />think, that the Federal Government is the one to be "all big daddy" to <br />the various states in this great United States that we all love so much. <br /> <br />Some states are doing an excellent job, some are doing a lackadaisical <br />job, and there are a few who are doing not very much, but UnCle Sam <br />cannot do the whole job and he shouldn't. The states should maintain <br />their position in this whole water resources planning field. When the <br />states fail to get the job done, the Federal Government steps into the <br />vacuum, as it always has, and I suspect always will, long after all of <br />us are dead and buried. But, I don't like to see those vacuums created. <br /> <br />~~ <br />iii:f~ <br /> <br />:;~~{'<~:>:;J <br /> <br />I would like to talk a little bit about cost-benefit analysis.
