<br />have been far greater than ever imagined or projected at the time these
<br />projects were authorized and constructed, proving, at least in my opinion,
<br />that the federal investment, and I don 't recall it as being an expenditure
<br />in this type of project, is just about the wisest use of this nation's
<br />resources that there is.
<br />
<br />I checked out the state of Utah, just the water irrigation' projects of the
<br />state of Utah, this morning in the Regional Director's office and found
<br />out that the amounts of federal projects presently under construction or
<br />completed, comes to $589 million, of which $519 million is, or will be,
<br />repaid to the federal treasury.
<br />
<br />I am brought up short when I think that the amount of money. which weare
<br />requesting this year for the Bureau of Reclamation, is less, literally
<br />less, than the amount which the Bureau of Reclamation will repay to the
<br />federal governmel'lt, and still we are having to fight for every dollar.

<br />,Federal participation in water resources development has increasingly
<br />assumed a more vital role. The pressures upon this nation's resources
<br />are important factors and they require dynamic and forceful leadership.
<br />This administration hopes to provide that kind of leadership. I, person-
<br />ally, have dedicated whatever number of years I have in this job, to do
<br />just that.
<br />
<br />One example of the nation's concern for judicious use of water, of course,
<br />as you fellows all know, is the Water Resources,PlanningAct of 1965,
<br />about which Mr. Caulfield is the most knowledgable man, probably, in
<br />the nation today.
<br />
<br />In effect, this legislation was to provide a broadscale study of the water
<br />and land resources of each river basin, not only to meet present needs,
<br />but to supply the long-term needs of this nation. Through these com-
<br />prehensive basin-planning studies underway, we are finding out things
<br />about the water future of this nation that a few years, ago nobody knew, and
<br />that, as I see, some of the initial figures from some of these studies
<br />make one just a little frightened of what would happen if we did not
<br />continue to develop the resources, the water resources, the storage and
<br />so forth, we could run out of water. In effect, this legislation was to
<br />provide this broad-scale study.
<br />
<br />The skills and the talents of many Federal agencies have been brought
<br />together. The State and local governments have been participating in
<br />the activities of the Water Resources Council and all the work going
<br />
