<br />. c. <br /> <br />'c'OtJ~~)49 <br /> <br />RESOLUTION <br /> <br />~~EREAS, Judge Clifford H. Stone, the Director of the Colorado <br />Water Conservation Board, died on October 22, 1952, while engaged at New <br />Orleans, Louisiana, in representing the State of Colorado in a meeting <br />involving vital interests of Colorado; and <br /> <br />WHER~, Judge Stone, after serving as County Judge of Gunnison <br />County and as a member of the Colorado General Assembly, was, in 1937, <br />appointed by Governor Teller Ammons to the Colorado Water Conservation <br />Board and from that time until his death was the Director of that Board; and <br /> <br />WHEREAS, his great loyalty to Colorado and his utter disregard of <br />self in the performance of his duties during the fifteen years which he <br />served the State as its responsible representative in complex and important <br />negotiations with otl)~r states and with the federal government so utt~ <br />sapped his strength as to result in a condition of exhaustion which was <br />undoubtedly the cause of his death; and <br /> <br />, ; <br />WHEREAS, JUdge Stone not only served Colo~adO as the Director of the <br />Colorado Wate~ Conservation Board but also as the 'negotiator of the Rio <br />Grande, RepUblican River, Costilla Creek, Arkansas, and Upper Colorado <br />Basin compacts~ a$ an attorney in the United States Supreme Court litigation <br />involving the Laramie, the Arkansas, and the North Platte Rivers, as <br />the Colorado Director of the National Reclamation Association~ as the <br />tolot'ado Comrnissionet' on the Upper Colorado River Cormnission, as one of <br />the, Colorado members of the Arkansas River Administration, as a Colorado <br />member of the Missouri River Basin Interagency Committee, and the Arkansas- <br />V/hite-Red Rivers Basin Interagency Committee) and in manY other capacities <br />too numerous to mention; md <br /> <br />V/H1';REAS, through Jucgc Stone I s way of harmonizing the forceS of <br />progress Colorado has s2cured great water use facilities such as the <br />Colorado-Big Tho~pson Project, the John Martin Dam, the Vallecito Reservoir, <br />the Mancos Reservoir, the paonia Project, the Collbran Project and others <br />which will be continuing memorials to this inspired leader; and <br /> <br />WHEREAS, through the rich wisdom, simple patience, resolute perseVerance <br />emd deep patriotism of Judge Stone, the relationship of Colorado with her <br />neighboring states and with the national government in water matters have <br />so improved that turmoil and strife have largely given way to unity, and the <br />protection and development of the water resources of the West, even the <br />nation, have been advanced; <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board <br />that the death of Judge Stone is an irreparable loss to the Board, to the <br />State of Colorado, and to the whole country. His life given in public servioe <br />above and beyond the call of duty will be an inspiration to those who lIl1l8t <br />undertake the continuation of his lVork. <br /> <br />BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to <br />the widow and daughters of Judge Stone, to whom our sympathy and condolencea <br />are hereby extended. <br />
