Bl\.CKGROOND <br /> <br />A. ~e Qryanization and ueliberations of the Task rorce <br />lhe President's July 12, 1978 directive on federal reserved water rights <br /> <br />was une of thirteen directives issued by the President on that date oovering <br /> <br />various aspects of the President's Water Policy Message which was announced <br /> <br />on June 6, 1978. Pursuant to each of those directives, task forces were <br /> <br />established to organize and coordinate inplementation of the water polic.y, <br /> <br />with ultimate implaaentation responsibility delegated to the agencies receiving <br /> <br />the directives. The Secretary of the Department of the Interior, with the <br /> <br />assistance of UMB and CEQ, was assigned the responsibility of uverseeing <br /> <br />agency inlplementation. <br /> <br />The Task Force on Federal Non-Indian Reserved Water Rights was desi':jnated <br /> <br />as Task Force Sa, with leadership dele<,jated to the Solicitor of the Department <br /> <br />of the Interior.
