<br />o <br /> <br />PREFACE <br /> <br />(- ) <br /> <br />N <br />~ <br />Con <br />~ <br /> <br />It is the purposs of this section to set forth available in- <br />formation on individual water use and control projects or pro~ams <br />included in the AWR plan which serve ons or ,more of the followil18 <br />functions I flood oontrol, navigation, drainage, irrisat10n and <br />reclamation, hydrosleotrio power, and domestio and industrial water <br />suPP13"'. <br /> <br />The elements of the plan are, for the most part, proposals of <br />separate asencies which were formulated in acoordance vi th agenoy <br />polioies and. procedures, and adjusted to varyil18 degrees through <br />coordination by theAWRBIAC. <br /> <br />Prior to initiation of the AWR survey, a larse number of <br />water use and control projects had been planned, me.n;r of which had <br />been authorized. by the Congress whils others had been reoommended <br />for developlllent. Insofar as Interagenoy plaIll1il18 is conoerned, <br />authorized and reoommended proJeots have been considered as projeots <br />in being and have not been subjected to reanalysis and re-evaluation <br />by the ,AWRBIAC';. However, oertain changes in these projects reeultil18 <br />fiam further study by the sponsoring agencies are reflected in this <br />report includil18', in some' cases, elimination of the projects f'rom <br />the plan. <br /> <br />. Many elements of the plan haVe reoeivedon13" preliminary <br />invest1sation while others have been studied ill. considerable de- <br />tail. The degree of detail of the investisations of eaoh proposal <br />is indicated in the project evaluation statements inoluded in this <br />section of the AWR RepOrt. Alternative eolutions to specific <br />problema are identified although it should be recognized that not <br />all alternatives have been investisated. The tentative nature of <br />IlBDy of "the proposals is suoh as to warrant oonsideration at some <br />future time of other solutions whioh may become apparent u,nder <br />changed conditions. <br /> <br />Where partioular elements appeared to constitute the most <br />promising solutions to certain existil18 or prospective problems <br />they have been included in the plan even though they are not eco- <br />nomically feasible under present conditions. Some of these IlBY <br />become feasible in the future, while others may never warrant <br />development. <br /> <br />Considerable effort was made to obtain coordination between <br />projects and programs. Exoept where alternatives are designated, <br />the projeots have been fitted tosether economically and hydrologi- <br />cal13" to the extent that most overlaps in claimed benefits have <br />been eliminated. In SOlll8 areas, no signifioant interrelationships <br />between projeots exist. Where interrelationships are significant, <br />further inV9stisations are required to provide a basis for achievil18 <br />hydrologio and eoonomic coordina tion prior to development.
