Mr. Grooning has experience resrifying before government and regularory bodies, in srate district <br />courts, Water coum, federal court and has been c;uaJified as an Expert Witness in Warer Righrs Engineering, <br />Water Resources Planning, Developrnent of Municipal Warer Supplies, Water Qualiry and Water Treaanent <br />Engineering, Operation of Water Exchanges, Accounting and Record Keeping far Municipal Water Systems, <br />and Valuaticn of Water Rights. <br /> <br />J>r;or Experience: <br /> <br />Mr. Gronning has prior experience in both rhe public and the private sector. He previously served as <br />Utilities Director for the Ciry of Thornton, Colorado. As the Chief Admimstrative Officer for rhe Thornton <br />Utilities Depamnent, he was responsible for a $:5,000.000 annual budget and 100 employees. During this <br />time he developed a comprehensive five.year operations, capiral expenditure, and financial plan, negoriated <br />a complex debr restrUcturing plan, a rnajor water righrs exchange oontracr, directed water resource <br />acquisirions and deveJoprnent plans and also held responsible posirions in regional warer developrnent <br />groups and in mutual irrigation companies. <br /> <br />Other prior experience included that as a project engineer re'ponsible for warer and wastewater facility <br />planning, engineering, legal coordination, financial feasibiliry, environmental assessment, and project <br />coordination with the state and federal regularory agencies. As a design engineer and resident inspector, <br />he was responsible for design and field inspection of water and sewer lines, water and wastewater treaanent <br />facilities, wells, roads, and earth-ftlled dams. <br /> <br />Representative Projects: <br /> <br />Civil Oesism <br /> <br />TOWAOC CANAL REACH 3 AND TOWAOC LATERALS n Principal-in-Charge for the design of 19 miles of <br />canal, lS major hydraulic stT1Jctures, 33 miles of pressure laterals and 4S farm deliveries for the US Bureau <br />
