<br />fixed, for the season of 1974 an assess-
<br />mentor $82,847.07 for the operation and
<br />maintenance of the irrtgation system
<br />which serves that portion of the project

<br />Technical Specifications for Fuel
<br />Reprocessing Plants
<br />The Atomic Energy Commission 15 con-
<br />sidering amendments to its regulations
<br />which would add provisIons for cate-
<br />gorIes of technical specifications for li-
<br />censes for fuel reprocessing plants to
<br />~ 50.36 of 10 CPR .part 50. Technical
<br />specitl.cations set forth the specific char-
<br />acteristics of the facility and the condi-
<br />tions for Its operation that are required
<br />to prOvide protection for the health and
<br />safety of the public. The technical spec-
<br />ifications are included in the license, and
<br />cannot be changed without prior Com-
<br />mission approvaL
<br />On December 17, 1968. the Atomic En-
<br />ergy Commission published in the FED-
<br />ERAL REGISTER (33 PH 18610) amend-
<br />ments to 10 CFR part 50 whIch, among
<br />other things. added provisions for cate-
<br />gories of teclmtcal &pecifications appli-
<br />cable to nuclear reactor licenses to
<br />~ 50.36 of part 50. Appropriate categories
<br />for technical specitl.cat1ons applicable to
<br />fuel reprocessing plant licenses had not
<br />at that time been developed.
<br />Cate:;ories of technical speciflcations
<br />approprIate for fuel reprocessing plant
<br />licenses have now been developed. They
<br />include (1) safety I1m1ts and limiting
<br />control settings, (2) limiting conditions
<br />for operation, (3) surveillance require-
<br />ments, (4) design features, and (5) ad.
<br />ministrative controls.
<br />In addition to the changes in ~ 50.36
<br />to cover fuel reprocessing plants specitl.-
<br />cally, a number of minor editoI1al and
<br />clarlIying changes are included in the
<br />proposed amendments.
<br />Concurrently, with the publication of
<br />this notice of proposed rnlemaking, the
<br />Commission is Issuing a notice of issu-
<br />ance and availabll1ty of regulatory guide
<br />3.6 entitled "Guide to Content of Tech-
<br />nical Specifications for Fuel Reprocess-
<br />ing Plants".
<br />Pursuant to the AtomIc Energy Act of
<br />1954. as amended. and section 553 of title
<br />5 of the United States Code, notice is
<br />hereby given that adoption of the fol-
<br />lowing amendments to 10 CFR part 50
<br />is contemplated. All Interested persons
<br />who desire to submit written comments
<br />or suggestions for consideration in con-
<br />nection with the proposed amendment
<br />should send them to the Secretary of the

<br />(c) Teclu1ical specifications will in-
<br />clude Items in the following categories:
<br />(1) Safety limits, limiting safetu sys-
<br />tem settings, and limiting control set-
<br />tings.-(I) (A) Safety limits for nuclear
<br />reactors are limits upon important proc-
<br />ess variables whtch are fOWld to be
<br />necessary to reasonably protect the in.
<br />tegri ty of certain of the physical bar-
<br />riers which guard against the uncon-
<br />trolled release of radioactivity. If any
<br />safety limit is exceeded, the reactor shall
<br />be shut down. The licensee shall notUy
<br />the CommIssion. review the matter and
<br />record the results of the review, includ-
<br />ing the cause of the condition and the
<br />basis for corrective action taken to pre-
<br />clude reoccurrence. Operation shall not
<br />be resumed untll authorized by the
<br />Commission.
<br />(B) Safety limits for fuel reprocessing
<br />plants are those bounds wIthin which
<br />the process variables must be maintained
<br />for adequate control of the operation and
<br />which must not be exceeded In order to
<br />protect the integrity of the physical
<br />system which Is desIgned to guard
<br />against the uncontrolled release of radio-
<br />activity. If any safety limit for a fuel
<br />reprocessing plant Is exceeded. correc-
<br />tive action shall be taken and the af-
<br />fected part of the process. or the entire
<br />process it reqUired. shall be shut down,
<br />unless such action would further reduce
<br />the margin of safety. The licensee shall
<br />notify the Commission, review the ma t-
<br />ter and record the results of the review,
<br />inclUding the cause of the condition and
<br />the basis for corrective action taken to
<br />preclUde reoccurrence. If a portion of
<br />the process or the entire process has been
<br />shut down. operation shall not be re-
<br />sumed until authorized by the Com-
<br />mission.
<br />(1) (A) Limiting safety system set-
<br />tings for nuclear reactors are settings
<br />for automatic protective devices related
<br />to those variables having significant
<br />safety functions. Where a limiting safety
<br />system setting is specified for a variable
<br />on which a safety limIt has been placed.
<br />the setting shaH be so chosen that auto-
<br />matic protective action wlII correct the
<br />abnormal situation before a safety limit
<br />is exceeded. If, during operation, the
<br />automatic safety system does not func-
<br />tion as required, the licensee shall take
<br />appropriate action. which may include
<br />shutting down the reactor. He shall
<br />notify the Commission, review the mat-
<br />ter and record the resul ts of the revIew.
<br />including the cause of the condition and

<br />(B) Limiting control settings for fuel
<br />reprocessing plants are settings for auto~
<br />matic alarm or protective devices re-
<br />lated to those variables having signifi-
<br />cant safety frmctlons. Where a limltIng
<br />control setting is specifled for a. vari-
<br />able on which a safety limit has been
<br />placed, the setting shall be 50 chosen that
