<br />signed to promote a particular view in
<br />regard to unions, union activity or the
<br />labor movement;
<br />(1) .Any lobbying activity or campaign
<br />of mass letter writing directed toward
<br />any local, State or Federal Government
<br />omcials for the purpose of influencing
<br />them as to unions, union activity, the
<br />labor movement or any issue pertaining
<br />to unions, union activity or the labor
<br />movement;
<br />(m) Payment of membership fees, ini-
<br />tiation fees, dues, assessments, contribu-
<br />tions or similar payments to any union
<br />or labor organization;
<br />(n) Payment of membership fees, ini-
<br />tiation fees, dues, assessments, contribu-
<br />tions or similar payments to any organi-
<br />zation or group which devotes or con-
<br />tributes any of Its resources, from what-
<br />ever source, to any activity which the
<br />grantee or delegate agency is prohibited
<br />from engaging in by thls instruction. For
<br />purposes of the above, the amount of
<br />resources devoted to such actiVity is im-
<br />ma.terial.

<br />(a) Grantees nnd their delegate agen-
<br />cies and employees of grantees or dele-
<br />gate agencies may not permit eQiupment
<br />or facilities, purchased or leased, with
<br />Federal funds, in whole or in part. to
<br />be used for support of or opposition to
<br />any union activity, during such periods
<br />as the equipment or facilities are under
<br />the control and/or direction of gran tees
<br />and their delegate agencies.
<br />(b) Such equipment and facilities
<br />shall not be used for. nor shall Federal
<br />funds be used to sponsor or conduct, any
<br />meeting relating to union activity. labor
<br />disputes or the labor movement. even
<br />if provision is made for all pain ts of view
<br />y;ith regard to such.

<br />The Commission having Wlder consid-
<br />eration the formation of a Hearing and
<br />Legal Division in the Common Carrier
<br />Bureau; and
<br />It appearing, that the amendments
<br />adopted herein would promote greater
<br />efficiency and effectiveness in Commis-
<br />sion operations; and
<br />It further appearing, that the
<br />amendments adopted herein relate to
<br />Commission organization and, therefore.
<br />compliance with the public notice and
<br />rulemaking procedures of the Adminis-
<br />trative Procedure Act (5 U.S.C. 553) is
<br />not required;
<br />It is ordered, That. effective April 29,
<br />1973, and pursuant to sections 4 (0 and
<br />(1) and 5(b) of the Communications Act
<br />of 1934, as amended. a Hearing and Le-
<br />gal Division shall be established within
<br />the Common Carrier Bureau;
<br />It is further ordered. That the Hear-
<br />ing and Legal Division, under the super-
<br />vision and direction of the Chief of the
<br />Bureau. shall (1) be responsible for the
<br />performance of all functions of the Com-
<br />mon Carrier Bureau in the trial of evi-
<br />dentiary hearing proceedings; (1) act as
<br />the legal office for the Bureau and handle
<br />any regal or enforcement matter referred
<br />to it by the Chief of the Bureau or by any
<br />other division;
<br />It is further ordered, That. pursuant to
<br />sections 4 (f) and (i) and 5(b) of the.
<br />Communications Act. of 1934, as amended.

<br />Public hunting of deer on the Laguna
<br />Atascosa NationaJ Wildlife Refuge, Tex..
<br />is permitted only on the area designated
<br />by signs 80S open to hunting. This open
<br />area, comprising 19,240 acres, 1s de-
<br />lineated on maps available at refuge
<br />headquarters. Harlingen, Tex., and from
<br />the RegionaJ Director. Bureau of Sport
<br />Fisheries and Wildlife, P.O. Box 1306,
<br />Albuquerque, N. Mex. 87103. Hunting
<br />shall be in accordance with all applicable
<br />State regulations covering the archery
<br />hunt of deer subject to the following
<br />special conditions:
<br />(1) Hunting with, or }X>ssession of,
<br />weapons other than long bow is not per-
<br />mitted.
<br />(2) The open season for hunting deer
<br />on the refuge Is from 12 noon Friday
<br />through sunset Sunday each fuB week-
<br />end in October.
<br />(3) Hunting hours will close at sunset
<br />each day.
<br />(4) The bag limit is one deer of either
<br />sex.
<br />(5) Target and field arrows are not
<br />pemiitted.
<br />-{6) Hunters must check in and out
<br />each day of the hunt at the Laguna
<br />Atascosa Field omce. which will be open
<br />1~!.a hours before sunrise to 1 hour after
<br />sunset. Permits will be issued and col4
<br />lected at this point. Every deer must be
<br />checked out at this point.
<br />(7) Vehicles will not be permitted off
<br />refuge roads or beyond blocked off gates.
<br />The provisions or this special regula-
<br />tion supplement the regulations which
<br />govern hunting on wildlife refuge areas
<br />generally which are set forth in Title 50.
