<br />Chapter X, part 1068 of title 45 of the
<br />Code of Federal Regulations is amended
<br />by adding five new sections, reading as
<br />follows:

<br />This ingtruction does not apply to the
<br />unionization of grantee employees or
<br />OED employees with non-Federal funds
<br />or checkoff for such employees or pay~
<br />ment of such employees while performing
<br />union duties under a validy negotiated
<br />contract.
<br />
<br />~ 1068.8-2 Policy.
<br />
<br />Use of EOA funds for purposes not re~
<br />larted to the elimination of poverty is in~
<br />appropriate. Additionally', there is a
<br />special danger in allowing the use of Fed~
<br />eral moneys by a particular group to sup-
<br />port or oppose any other faction or group.
<br />

<br />Grantees and their delegate agencies
<br />and employees of grantees or delegate
<br />agencies may not permit the use of pro-
<br />gram funds for:
<br />(a) Support of any activity the pur-
<br />pose of which is to unionize or attempt to
<br />unionize any group or faction;
<br />(b) Opposing any group or faction at-
<br />tempting to unionize any other group or
<br />faction;
<br />(0) Influence of any union election;
<br />(d) Discrimination or threat or prom-
<br />ise of discrimination, against any person,
<br />including beneficiaries of the program,
<br />because of the person's opinion or view
<br />or action or inaction relating to unions,
<br />union activity, or the labor movement; .
<br />(e) Employment of any individual
<br />based upon his support or opposition to
<br />unions, union activity, or the labor move~
<br />mellt;
<br />(f) Payment of the salary of any em~
<br />ployee of a grantee or delegate agency
<br />for any period of time durlng which he
<br />engages in any union activity or advo-
<br />cacy of a particular view toward unions
<br />or the labor movement;
<br />(g) Presentation of any union educa~
<br />t10nal program designed to impress any
<br />person or party with a partiCUlar view
<br />
