Response: Year was inserted into the sentence. <br /> <br />Comment 7: Page 9. I" paragraph - We suggest additional discussion concerning the 6-hour shut <br />down period for dredging. How will this impact peaking operations of the unit and ability to <br />balance the power grid? Also, what will happen during emergency situations in southern <br />California. are there are any concerns or other considerations under these circumstances. <br /> <br />Response: Additional discussion of the 6-hour shut down period was added. If emergency <br />situations require changes in operations of the Aspinall Unit. the dredging project will stop until <br />the emergency is addressed. <br /> <br />Comment 8: Page 15, Water Rights - We suggest that the language here be strengthened. <br />Language to the effect that adequate water will be released from the Aspinall Units to <br />downstream users in a manner that will have no adverse effect on water rights. <br /> <br />Response: No changes in Aspinall's downstream water users are projected as part of the dredging <br />project, therefore no affect was predicted. Releases made from Crystal will be made under <br />normal operating criteria. "Water rights" was changed to "obligations (water rights. delivery <br />contracts. etc.)". <br /> <br />Comment 9: Page 18, Summary of Environmental Commitments - Suggest modifying I" bullet <br />as follows, "All construction contracts would have "Stop Work" clauses that would require the <br />contractor to stop dredging activities if threatened or endangered species are encountered or <br />adverselv affected. If this occurs, construction would be halted until further consultation with the <br />Service can be completed. The Service will agree to give this additional consultation some <br />prioritv given the limited window during which dredging is expected to occur." <br /> <br />22 <br />
