The CO will detennine which <br />proposal~ are in the competitive range in accordance with the procedures set <br />forth in Federal Acquisition Regulation 15.609. Following negotiations, <br />proposal~ will be reevaluated, scored and ranked according to the criteria <br />contained in sections C.2 and C.3 above. <br /> <br />N <br />Ul <br />W <br />C.,) <br /> <br />C.5 Nc;jtice of Possibility of Award Without Discussion <br /> <br />Offerors .are cautioned to review carefully all terms, conditions, and <br />specifications of the solicitation prior to submission of proposals. If the <br />proposal$ re.ceived clearly demonstrate the existence of adequate . <br />competition, and, if acceptance of the most favorable initial proposal(s) <br />without cliscussions would result in a fair and reasonable price for the work <br />and repr!ilsent the lowest overall cost to the program, then Reclamation <br />reserves the right to accept initial proposals without discussion. Offerors <br />are cauti!med that each proposal should be prepared based on the most <br />favorabl~ technical terms that can be submitted, since acceptance of an <br />initial of'ferby Reclamation will result in a legally binding agreement. <br /> <br />;;j <br /> <br />. <br /> <br />"ii: <br /> <br />~-j <br /> <br />C.6 R.ponsibility Survey <br /> <br />If an offer su.bmitted in response to this solicitation is favorably considered <br />and incl~ded in the competitive range, a Government survey team may <br />contact tQ.e offeror's facility or other sources to determine its financial and <br />technicaHability to perform the work. Current financial statements and <br />other da~ required to make these determinations shall be made available <br />to the survey team. <br /> <br />C.7 Award Determination <br /> <br />Proposal" will be evaluated to determine those offers that are within the <br />competitive range, considering technical and other factors stated in the <br />solicitation.
