The object <br /> <br />of the study will be to provide WESTPO governors and their staffs <br /> <br /> <br />with (1) a comprehensive definition of water conservation and its <br /> <br /> <br />role in western water resource managemer.t; (2) a description of <br /> <br /> <br />successful or promi si ng sta te and 1 oca 1 programs; and (3) a summary <br /> <br />and analysis of conservation incentives and disincentives. <br /> <br />Work Plan/~ask Summary <br /> <br />-, <br /> <br />The study will cover both the Western States Water Council <br />and WESTPO member states (i.e., Alaska, Arizona, California, <br /> <br />Color:ado, Idaho, Montana, Nebraska, Nevada, New .Mexico, North <br /> <br /> <br />Dakota, Oregan, South Dakota, Texas, U:ah, Washington and <br /> <br />\lyoming) . <br /> <br />First, the Council staff will review the available literature <br />to identify potential issues. <br /> <br />Seco~d, the staff will contact State water resource management <br /> <br /> <br />agencies and survey state administrators with respect to their <br /> <br /> <br />water conservation (efficient use) prcgrams and perceptions. <br /> <br />-3- <br />
