This perhaps. has not <br />occurred in some of the areas where some of the rest of you are <br />from. These projects are initiated and pushed very often without <br />regard to their true worth to the public. Many of these projects <br />are promoted under the guise of 'regional development' and most <br />are claimed to be 'tremendous economic boosts' to the areas <br />concerned. Upon closer examination, however, many of them <br />turn out to be little more than devices for perpetuating the power, <br />sphere of influence, and appropriation of the bureaucracy con- <br />cerned or their associated special interest groups. Such projects <br />are often ecologically disastrous and in many cases are <br />economically foolhardy. .. " <br /> <br />* * * * * <br /> <br />" .. When a contrived cost-benefit ratio is used in com- <br />panionship with a discount rate that is too low, almost any kind of <br />project can be justified, regardless of its true worth. The <br />citizens for whom I speak ask the Council to disregard pressure <br />brought by developers and other vested interests who would benefit <br />by a low discount rate.
