A set of economic forecasts was provided for the 69 industry groups in
the state at 20-year intervals from 1980 through 2020 (see Tables 2-1
through 2-9). Output, employment, and population are the key measures
of the anticipated activity levels of the state's future economy. A
set of regional economic projections was provided for the 1 I planning
regions in the state as indicated in Figure 4-1. (Appendix A lists
counties in each region.) The 69 state industrial sectors were
combined into the 20 regional industry sectors (see Appendix A). This
aggregation was necessary because of data I imitations at the regional
level.

In order to translate the economic projections provided at the state
level into regional level projections, it was necessary to develop
unit water requirements. These were developed for the state as a
whole and not for regional areas. Unit water requirements were
developed in terms of gallons or acre-feet per dollar of output
(1965 dollars) for those users who require water in the processing
or growing of a product, or use water for cool ing the processing
equipment. Many industries do not use water except for sanitary and
drinking purposes for the firms' employees. Therefore, water require-
ments for construction, transportation, trade, finance, and government
were included in the unit water requirement for population.

Figures representing per capita use of water were developed from data
collected from a sample of cities across the state, and they
represent the domestic and other nonindustrial water uses within
the communities.

Finally, because of the complexity of the electric power industry
and the rapid changes in technology in that industry, a separate
technique was developed to account for water requirements for electric
power generation. Appendix B discusses in greater detail the 10ng-
range unit requirements which were used in the study.

At the state and regional levels, water projections were developed for
11 industrial groupings plus urban and rural domestic use.

Agricultural water projections include irrigation and I ivestock water
use, whi Ie manufacturing is broken into seven projection groupings.
Other groupings reported are mining and util jties (thermal electric
generation). Table 4-2 relates the output projections shown in
Chapter 2 to the groupings for water requirements reported in this
chapter. The table shows the industrial groups contained in
each of the tables in Chapter 2. The table also indicates those
industrial categories in which the only water requirement is to meet
the personal needs of the employees.

26.
