<br />. <br /> <br />. <br /> <br />i\) <br />~':l Council sees a nee') to esti'\')J.ish tax credits for utilities <br />W <br />~t willing to use saline water use and disposal equipment. <br /> <br />Therefore, the Council urges Reclamation and the Environ- <br /> <br />mental Protection Agency to seek ne\~ rulings from the <br /> <br />Internal Revenue Service regarding such tax credits. <br /> <br />Bureau of Lana Management (BLM) <br />The Bureau of Lan~ 2ianaqement is required to manage <br /> <br />public lands in accordance '~ith the "multiple-use" concept. <br /> <br />Under this approach salinity control must be considered. The <br /> <br />BLM should include salinity control as a major objective in <br /> <br />its land management programs by making it a high priority in <br /> <br /> <br />its management program for the public lands within the <br /> <br />Colorado River Basin. This will most likely result in an <br /> <br />increased workload for both the District and State offices <br /> <br />and would require increased funding for implementation. <br /> <br />The Council is pleased with the work done by BLM in FY <br />82 on the Sinbad Valley Salinity Unit. The Sinbad Valley Unit <br /> <br />is as cost effective as many of the units proposed for con- <br />struction and Interior should expedite implementation of this <br /> <br />unit. The Council recommends that the BLM initiate planning <br /> <br />on additional salinity control projects. <br /> <br />Of interest to the Council are watershed improvement <br /> <br /> <br />projects which would include salinity control, on Sagers Wash <br /> <br />in Utah and Leach Creek in Colorado. It is the Council's <br /> <br />understanding that feasibility studies win be initiated for <br /> <br />-10- <br /> <br />11,,:;-,';;; <br />
