The Council recom- <br />iJ~" <br />mends that Reclamation unoertake a reappraisal of the <br /> <br />LaVerkin Springs and LO~ler Vi.rgin River Units \~ith respect to <br /> <br />these new proposals by local interests. <br /> <br />The Council also recommends that Reclamation support the <br /> <br /> <br />State of ~yoming's plans for industrial use of the waters of <br /> <br />the ~ig Sandy River an~ to investigate cost-sharing and <br /> <br />financial arrangements wi.th the State to expedite early <br /> <br />construction of. this promising program. <br />Preliminary investigation of saline water use <br /> <br />opportunities have resulted in the reco'llmendation for a de- <br /> <br />monstrati9n/verification of a saline water cooling tower for <br /> <br />a powerplant located in the Colorado River Basin. The pro- <br />gram involves installation of a binary cooling tower at an <br />existing PQwarplant to demon~trate tba viability of using <br />saline water for power plant cooling and to verify the <br /> <br />saJ. ini ty contt:ol benef i ts of such technology. Reclamation <br />should continue to meet with the Forum, EPA, utilities, and <br /> <br />others to identify a proper site and cost-sharing possi- <br /> <br /> <br />bilities for installation. The Council urges Reclamataion to <br /> <br />obtain consulting services related to the saline water <br /> <br />cooling tower technology. <br /> <br />Available tax i.ncentives were documented in a recent <br /> <br />Office of Water Research and Technology report entitled "Fea- <br /> <br />sibility of Financial Incentives to Reuse Low Quality Waters <br /> <br /> <br />in the Colorado River Basin."
