Will Zero Population Growth be <br /> <br />achieved? <br /> <br />. <br /> <br />There are alternatives and we must crank them into the Western <br /> <br />, <br /> <br />United States Water Plan Study for it to be effective and useful. <br /> <br />We intend to see that it is. <br /> <br />Representatives of the concerned States and other Federal agencies <br /> <br />have been organized into a management team in Denver under the leader- <br /> <br />ship of the Bureau of Reclamation. Eleven Federal agencies will have <br /> <br />full-time participants on the management team. The eleven States and <br /> <br />the other Federal agencies will participate on a part-time basis. As <br /> <br />its name Unpiles, this team is concerned with the overall management <br /> <br />of the study. <br /> <br />A 34-member advisory committee has been established representing <br /> <br />each State and a broad spectrum of national organizations concerned <br /> <br />with planning and development of water and other natural resources. <br /> <br />This group advises with respect to matters of both management and <br /> <br />policy. <br /> <br />Detailed planning for the study will be accomplished by the field <br /> <br />offices of the participating Federal agencies and by the individual <br /> <br />States. <br /> <br />To date the following major actions have been taken: <br /> <br />(1) A Plan of Study to guide the conduct of the study and <br /> <br />to define the specific inputs of various entities, together <br /> <br />. <br /> <br />~ <br />0/ <br /> <br />with time control and budget needs has been drafted, reviewed <br /> <br />by about 40 interested Federal agencies, States, and other <br /> <br />groups, and will be revised to reflect their ideas and sug- <br /> <br />gestions by the end of this month. <br /> <br />9 <br />
