<br />, <br /> <br />This is a complex undertaking which is still undergoing review <br /> <br />within the Department but we hope to provide a proposal for your <br /> <br />consideration within this session of Congress. <br /> <br />A Look at the Future <br /> <br />These proposals all relate to doing business in the time honored <br /> <br />and proven Reclamation format with such amendatory legislation as is <br /> <br />necessary. But there is progress in neW and exciting areas of potential <br /> <br />development which we believe offer great promise in meeting the needs <br /> <br />of the future. <br /> <br />Our organization has been reshaped to meet the changing picture <br /> <br />of the future and also to push greater operational authority out to <br /> <br />the grass roots where it belongs while providing more effective policy <br /> <br />direction from the Commissioner's office. <br /> <br />Our Engineering and Research Center in Denver will be just what <br /> <br />the name implies. The reorganization permits the great reservoir of <br /> <br />technological expertise available there to provide maximum service <br /> <br />while holding burdensome administrative details to a minimum. The <br /> <br />reorganization is making our total organization more viable and better <br /> <br />able to respond to the changing needs of water resource development. <br /> <br />Weather Modification <br />Several years of basic research are culminating this year in <br /> <br />a weather modification project of operational size in the San Juan <br /> <br />Mountains of southwestern Colorado. We expect this four-year pro- <br /> <br />gram to answer questions as to the effectiveness and economic <br /> <br />benefits of an operational-scale program. <br /> <br />, <br />. <br /> <br />5 <br />~~\ <br />
