", <br /> <br />(Emphasis supplied). <br /> <br />At page 30 in the body of the report the following sentence <br /> <br />is significant: <br /> <br />"Salvage plans do not contemplate recoveries from the area <br /> <br />north and east of San Luis Lake, since this would jeopardize <br /> <br />existing usages of water in this area," <br /> <br />Colorado's accrued debit under the terms of the Rio Grande <br /> <br />Compact at the end of 1962 will be approximately 700,000 acre-feet, <br /> <br />This constantly increasing debit has become intolerable to the other <br /> <br />states signatory to the Compact, particularly in view of the inactiv- <br /> <br />ity in Colorado with respect to any positive action to correct the <br /> <br />conditions producing the annual debits, unless the State of Colo- <br /> <br />rado does something to alleviate this condition the only recourse <br /> <br />for the other states will be legal action against the State of Colo- <br /> <br />rado to force compliance with the provisions of the Compact. In past <br /> <br />years the state of New Mexico had been in the position of accruing <br /> <br />annual debits with respect to their deliveries to the State of Texas. <br /> <br />This undoubtedly came about as a result of changes in the river <br /> <br />channel over which the State of New Mexico had no control. It must <br /> <br />be recognized that the state of New Mexico has taken affirmative <br /> <br />-7- <br />
