C" the following is found, <br /> <br />"The plan of development provides for salvage of available <br /> <br />surface flows as originally contemplated~ but it's principal <br /> <br />purpose is to salvage, without adverse effect on surrounding <br /> <br />irrigated areas, shallow ground waters which presently are <br /> <br />non-beneficially consumed by evaporation and transpiration," <br /> <br />(Emphasis supplied). <br /> <br />At page three, the letter states: <br /> <br />"'The plan provides for maintaining, by year around pumping, <br /> <br />ground water levels at least eight feet below the ground <br /> <br />surface over selected areas totaling about 108,600 acres, <br /> <br />with the resultant water salvage of about 86,500 acre-feet <br /> <br />annually. (Maintaining ground water levels eight feet below <br /> <br />the ground surface would keep the water below the root zone <br /> <br />of the water loving plants and thus prevent transpiration <br /> <br />by the plants and evaporation by capillary action), An <br /> <br />average of 15,200 acre-feet also would be salvaged annually by <br /> <br />providing outlets for surface waters." <br /> <br />At page four the letter states: <br /> <br />"The plan provides for stage development of the water salvage <br /> <br />features to provide assurance, to the San Luis Valley irriga- <br /> <br />tors and interests, that pumping of the shallow ground waters <br /> <br />does not adversely effect ground water conditions in the valley. <br /> <br />-5- <br /> <br />. <br />
