<br />. <br />t~ <br />1'~,.t1 <br />-"''I <br />,~ <br /> <br />!~;:;> <br /> <br />On February 3, 1962,Governor McNichols called a special <br /> <br />meeting of the Colorado Water Conservation Board to be held in <br /> <br />Alamosa, Colorado, and to serve as a public forum for the people <br /> <br />of the San Luis Valley to state their position on this important <br /> <br />project, The comments were generally unfavorable toward the proj- <br /> <br />ect, However, in reviewing the minutes of the meeting and analyzing <br /> <br />the fears behind the objections to the project, it was the feeling <br /> <br />of the State Board that the fears could be allayed by means of <br /> <br />placing certain restrictions in the authorizing report and in the <br /> <br />authorizing legislation, To that end a letter dated February 6, <br /> <br />1962, directed to the Regional Director, Region 5, U, S. Bureau of <br /> <br />Reclamation, Amarillo, Texas, was drafted, This letter set forth <br /> <br />the views of the San Luis Valley and the Conejos Water Conservancy <br /> <br />District Boards and recommended that the final draft of the feasi- <br /> <br />bility report be amended to "show a development by stages, includ- <br /> <br />ing scheduling and costs of each stage, and that the feasibility <br /> <br />be completed with the incorporation of the wildlife refuges as de- <br /> <br />tailed by the Fish and Wildlife Service, and with the understanding <br /> <br />that: <br /> <br />1. A plan of operation shall be developed which will <br /> <br />insure that no adverse effects on existing water <br /> <br />uses will occur, <br /> <br />2, No right to demand continuation of importation of <br /> <br />ground water from the Closed Basin to the Rio Grande <br /> <br />-3- <br />
