~

Q

The economic condition of irrigators in the San Luis

Valley does not permit assumption of costs of construction

or operation. For this reason, no comment is made at this

time on the potential alternate water delivery plans but the

(District) Board reserves the right to consider these when

the project has been constructed and in operation for a

sufficient period for the irrigators reasonably to antici-

pate the possible benefits,

Great concern has been expressed by irrigators and

shared by this (District) Board that nothing be done to

disturb existing irrigation practices in the Closed Basin.

Care must be taken that the well fields be extended only as

satisfactory evidence is accumulated to demonstrate compli-

ance with this requirement,

In addition. it must be clearly understood that the

introduction of imported waters, such as these, is per-

missive only, and gives the other states no right to demand

any continuation of such importation as against the wishes

of the Colorado water users,

The San Luis Valley Water Conservancy District Board

was authorized by the Board of Directors of the Conejos

Water Conservancy District that the Conejos Board concurs

generally in the above comments,

-2-
