<br />., <br /> <br />.'" <br /> <br />OOlJ7;i4 <br /> <br />CHAPTER 2 - PROPOSED ACTION AND AL TERNA TIVES <br /> <br />Alternatives <br /> <br />Alternatives evaluated in this environmental assessment include a No Action and Proposed <br />Action Alternative, <br /> <br />No Action Alternati ve: Morrow Point Reservoir water surface elevation would not be lowered <br />and trash and debris would not be removed from the Morrow Point Power Plant inlet trash racks. <br />Trash and debris would continue to be collected on the trash rack. thus creating additional !low <br />restrictions and reduced power generation over time, <br /> <br />Proposed Action: The proposed action would lower the water surface elevation of Morrow Point <br />Reservoir approximately 31 reet to about 7.129 reet using controlled releases from Blue Mesa <br />and Morrow Point Dams and Power Plants. (Note: original plan called for lowering the reservoir <br />to 7.100 ft.), <br /> <br />Reservoir Draw Down and Trash Rack Cleaning Procedure <br /> <br />I, A slow draw down (I to 3 t"t./dayl of Morrow Point Reservoir would begin in August <br />2002. beginning at an approximate elevation of7.152 ft. (full reservoir is 7.16U ft.) <br />a, Surveyors would take a set of readings on the landslide points prior to the start of <br />this draw down to determine if there is any movement occurring, <br /> <br />2, Draw down would continue until elevation 7.129 ft. is reached (on or about September 4. <br />2002). <br />a, Surveyors would take a set of readings at elevation 7.129 ft. Reclamation is <br />considering two alternatives for monitoring landslides at interim elevations. The <br />lirs! alternative would simply involve visual observations during reservoir water <br />quality monitoring, The second alternative would survey the slides at7.141 ft. <br />and7.135ft. <br /> <br />3. At elevation 7.129 ft.. the trash rack cleaning would begin. The elevation would be held <br />at or about 7.129 ft. while a dive team cleans the trash racks, A team of four divers <br />would be working from a crane mounted on a barge, Trash would be removed and <br />transported off-site for disposal. The trash rack cleaning would require between 4 days <br />and two weeks to complete depending on the amount of trash and difficulty in removal. <br /> <br />4. Once the trash rack cleaning is completed. the reservoir would be retilled.
