<br />Three major planning goals were recognized aod have been adopted
<br />as a basis for planning studies. These are:

<br />1. National Economic Efficiency _ which Is predicated upon
<br />the maximum economic return for the investment which mu&t
<br />be made. It also vill serve the purpose of assessing the
<br />extent of departure which may be necessary to meet other
<br />objectives.

<br />2. Regional Development - which Is predicated on obtaining
<br />some desired economic and social pattern within the region.
<br />
<br />3. Environmental Quality - which Is aimed at developments to
<br />improve the general quality of people living 10 the region
<br />or utilizing the region: Bnd In many in~t8nce5, accomplish_
<br />ing this objective may preclude other beneficial uses of
<br />the resources.
<br />
<br />It vas recognized early that various vater resource investments mi~~t
<br />fit into a plan for more than one of the planning goals. and that each
<br />~ater resource investment affects a variety of social objectives even
<br />though it ~as designed primarily to obtain only one. It is anticipated
<br />that the framevork plan vill be selected a8 a desirable combination
<br />from plans oriented to the various objectives in order to determine an
<br />appropriate pattern of investment best suited to the region.
