<br />A framevork plan is a guide for future action programs and,
<br />therefore, must provide a sound basis for continued planning that is
<br />both broad and comprehensive in coverage and flexible in structure. It
<br />cannot be accomplished in the abstract. The preceeding chapters have
<br />indicated the data relative to vater and land resources vhich have been
<br />accumulated as a basis for this study. Utilizing this data, planning
<br />is underway to set forth a broad comprehensive framevork plan for the
<br />Missouri Basin. In undertaking the planning studies necessary, planning
<br />objectives and criteria vere developed. The goals and objectives vere
<br />outlined based on the principal that they must be geared to satisfy
<br />human demands and needs. It vas further recognized that any plan must
<br />be flexible in character so that future changes could be accommodated by
<br />changing situations or changing lavs and poliCies.
