<br />0;J23"'; <br /> <br />Missouri River Basin <br />Comprehensive Framework Studies <br /> <br />Needs and Problems* <br /> <br />As has been brought out before, the Comprehensive Framework Study <br />will be based on future needs. The determination of future needs s.nd <br />problems was assigned to an Inter-Agency Work Group to determine. To <br />speculate on future needs, it is necessary to estimate them based on <br />economic projections and various unit factors to water and land usage. <br />In addition, it was decided early that we would not concern outselves <br />with whether the needs were practical on the basis of availability of <br />water or land, but that this would be handled in the Resource Developnent <br />Work Group. FUrther, it was the basic prem1se of the frsmework studies <br />that we should not attempt economic evaluations which would be left for <br />future detail studies. Therefore, the determination of needs carries <br />little indication of value or relative values between functions or, for <br />that matter, little guidance on values for different degrees in the same <br />function.. <br /> <br />The work for determination of needs was undertaken on a functional <br />basis, and seven Inter-Agency Task Forces were formed to deal with sepa- <br />rate functional uses of water and land. TIlese were: Agriculture, Muni- <br />cipal and Industrial Water Supply, Electric Power, Flood Control, Navi- <br />gation, Recrea,tion, and Fish and Wildlife. <br /> <br />Agriculture - Agriculture occupies an important position, economi- <br />cally, both .nationally and basinwide. In 1964 about 5.1 billion dollars <br />worth of farm produCts were marketed in the Missouri Basin. This is about <br />15 percent of the Nation's total. Agriculture can be expected to continue <br />as an important segment of the economy of the Basin. . The projections for <br />.the Missouri Basin were part of the disaggregated national demands for food <br />and fiber. These Were prepared by the Economic Research Service for the <br />Nation as a whole based on economic projections and many other factors, and <br />were disaggregated to the Basin. The amount assigned to the Missouri Basin <br />by this procedure is illustrated by the following two graphs vh1ch show the <br />projected requirements for meat and for grains for the Missouri Basin. These <br />amount to nearly three times current production. In order to estimate the <br />capability of the Basin to meet these estimated requirements. the Agricul- <br />tural Task Force established a rather sophisticated and large model for <br />computations of future production using an electronic computer. <br /> <br />* Presentation by C.
