<br />0026611 <br /> <br />. <br /> <br />. <br /> <br />- <br /> <br />.. <br /> <br />STATE OF CALIFORNIA <br />QUARTERLY REPORT FOR 61-3 MEETING <br />PACIFIC SOUTHWEST INTER-AGENCY COMMITTEE <br />RICHFIELD, UTAH <br />SEPTEMBER 6-8, 1961 <br /> <br />IR?~~~~~Q~[JJ <br /> <br />AUG ~~ B 1961 <br />COlO, WATER <br />CONSERVATION IltARD <br /> <br />DRY YEAR CONFERENCES <br /> <br />The protracted drought is a matter of major interest in <br />California, precipitation this year having ranged from about normal <br />in the extreme north to about 40 percent of normal in the south. <br /> <br />At the call of Governor Brown, dry year conferences were held in <br /> <br />Sacramento on July 12 and 13, and in Los Angeles on July 13 and 14. <br /> <br /> <br />At the two conferences about 800 delegates from all portions of <br /> <br /> <br />California heard the views of about 30 speakers and participated <br /> <br />in workshop sessions. Governor Brown and Director of Water <br /> <br /> <br />Resources Warne spoke at both conferences and Secretary of Interior <br /> <br />Udall delivered the keynote address at the Los Angeles evening <br /> <br /> <br />banquet. The effects of drought on the various types of water use <br /> <br />were covered by leaders in the water supply field throughout the <br /> <br />State, and possible alleviating measures were discussed by well <br />qualified speakers. Among the suggestions for conserving water <br />were general metering, "upside down" pricing schedules, dual water <br /> <br />systems, stricter controls to protect water quality, better manage- <br /> <br />ment of ground water basins, and stimulation of research in saline <br /> <br />water conversion, reclamation of sewage, reduction of evaporation, <br /> <br />weather modification, and development of plant strains requiring <br /> <br /> <br />less water. The need for early construction of works to salvage <br /> <br /> <br />water now wasting to the ocean and transport it to areas of need <br /> <br />was generally recognized. <br /> <br />,L, .; <br />
