The <br /> <br />Director, with the approval of the Governor, has established a <br />Northern District with headquarters at Redding, a Central District <br />with headquarters in the vicinity of Sacramento, a Coastal District <br />with headquarters at San Jose, and a San Joaquin District with <br />headquarters at Fresno. The Southern California District, which <br /> <br />has been in existence since the department was established in <br />1956, is continued as the Southern Distrtct, with headquarters at <br />Los Angeles. A substantially reduced Department Headquarters staff <br />will remain in Sacramento. The advantages of decentralization have <br />long been recognized and implementation of the department's recently <br />authorized construction program requires that it be accomplished at <br />this time. <br /> <br />State Filings. <br />Acquisition of an appropriative right to water in California <br />has, since 1914, involved three steps: <br />(1) An application to appropriate is filed with a <br />designated state agency (now the Water Rights Board). The <br />date of filing establishes the priority of the right. <br />(2) After hearings, where appropriate, the Board grants <br />a permit, setting forth among other conditions, the times <br /> <br />j <br /> <br />, <br />~ <br />
