The

Director, with the approval of the Governor, has established a
Northern District with headquarters at Redding, a Central District
with headquarters in the vicinity of Sacramento, a Coastal District
with headquarters at San Jose, and a San Joaquin District with
headquarters at Fresno. The Southern California District, which

has been in existence since the department was established in
1956, is continued as the Southern Distrtct, with headquarters at
Los Angeles. A substantially reduced Department Headquarters staff
will remain in Sacramento. The advantages of decentralization have
long been recognized and implementation of the department's recently
authorized construction program requires that it be accomplished at
this time.

State Filings.
Acquisition of an appropriative right to water in California
has, since 1914, involved three steps:
(1) An application to appropriate is filed with a
designated state agency (now the Water Rights Board). The
date of filing establishes the priority of the right.
(2) After hearings, where appropriate, the Board grants
a permit, setting forth among other conditions, the times

j

,
~
