markets was used to develop national projections of timbe, demands.

These national projections were allocated to regions and subregions

on the basis of the amount of commercial forest land in each area and

its inherent capacity to grow crops of timber.

The projections of timber demands have two basic ~es in.river

basin planning. First, they show the physical limitations on the resource,

and provide a useful guide to OBE in the preparation of projections of

employment and income in timber-based industries. Second, when compared

with projections of timber supplies they indicate prospective timber

supply and price problems and the general size of forestry programs

needed to meet supply and price goals.

Although they do not appear in the OBERS report, the Forest Service

has prepared projections of timber supply for use by Forest Service

representatives on river basin planning groups. A comparison of the

demand and supply projections indicates in all regions and nearly all

subregions that timber supplies will not be large enough to_.meet the pro-

jected demands, and the associated projections of employment and income

in the timber based industries, shown in the OBERS report. This means

that timber product prices will rise, and will act to.reduce demand .and

economic activity in the timber-based industries below the projected

levels unless forest management is intensified. Thus, if the OBERS proj-

ections of industrial growth in the timber-based. industries are accepted

as a desirable regional economic goal, it will be necessary to plan for

forestry programs which will increase timber supplies in line with

projected demands.
