<br />002922 <br /> <br />Agricultural and Land Use Projections--Concepts and Objectives 1/ <br /> <br />It has been my pleasure and privilege to be associated with the OBERS <br /> <br />program since it was initiated in 1964. The close aSsociation with the <br /> <br />Water Resources Council since its creation has also been rewarding. At <br /> <br />the same time, there have been substantial frustrations in attempting to <br /> <br />deal effectively with a complex problem with so many variables. Substantial <br /> <br />progress has been made since 1964, but much remains to be accomplished. Use <br /> <br />of projections in planning and evaluation is perhaps the most notable case <br /> <br />in point. Meetings such as this must be considered as a.primary source of <br /> <br />ideas for future progress. <br /> <br />Our thoughts concerning the~ricultural and land use projections in <br /> <br />the review report are influenced by many thoughtful comments we have <br /> <br />received, by a desire to make needed adjustments, and by the WRC outlook <br /> <br />for future updating of the OBERS projections--at approximately 5-year inter- <br /> <br />val... <br /> <br />Much of the staff effort over the past few months reflects a concern <br /> <br />to provide materials that do not require adjustment for an extended period of <br /> <br />time. <br /> <br />Appropriate application of the baseline concept of economic projections <br /> <br />in the planning process and the prospect for generating alternative projections <br /> <br />should lessen the need for frequent modifications in the OBERS baselineprojec- <br /> <br />tions. <br /> <br />But this 'does not diininishour desire to achieve useful, high-quality <br /> <br />projections. <br /> <br />In line with theSe thoughts, these regional meetings are <br /> <br />regarded as an eSsential element of the projection process. <br /> <br />The written comments to the Council on the report.have been viewed as <br /> <br />a basic foundation for the,meeting. <br /> <br />We have also received numerous informal <br /> <br />Y Prepared by <br />Economics Division, <br />on the review draft <br /> <br />William A.
