E. Output Measures
Several questions were raised pertaining tp the measures of
output (Indices of Output) given in Table IV -20..

..."~.o,,
!:<'-~~ -, ~
'f~.,
,.-- --_::<.~

~~"j"
. rf~~
~~;-:"'1

~t

~)'~,
11~
~~i:.:;;l"';
"~>!.~~'I.!j
~Ml~
~~J
![~&,,,
~~~?>>"
~~i
002919
These indices of output are given to assist the user in estimat-
ing future. requirements for water, waste loads, etc. Output per
employee data are not given because: (1) employment data is not
available and (2) the indices of total output are given. The person
who raised the question indicated that he would us.e them to derive
total output. The table on page II-32 is given for the user to apply
in calculating indices for other geographic areas beside the WRSA's
for which he may have or may derive projected earnings. For
example, these factors may be applied to the projected earnings
for the OBE Economic Areas.
The report states that these indices lack the reliability for
use in regional economic analysis. This is true for the reasons
given for not being .able to measure gross regional product. The
indices are probably more reliable than the co -efficients of water
use which will be appliedto them.
F. Miscellanec;lUs Comments and Questions
.1. Disclosure
Some areas have .a generous supply of deletions to avoid
disclosure and this limits the use of the data.
In the rush of completing the review report we have deleted
some more items that may be necessary <l;nd such deletions will
be restored in the completed report. There will be deletions, how-
ever, mostly in the rural areas where there is little activity. Some
deletions in regional tables and in industries which one. would not
expect to be deleted were made to hide the other necessary deletions.
Even though deletions are made in the earnings tables, if
the industry is large enough to project, it is included in the table
of indices of output, so the deletion does not greatly limit the use
of the whole report.
2. Urban/Rural
Those wanting an urban/rural break of the population may
make one using Census historical data on the urban and rural
compoeitions of the area of his concern. However, this is a very
arbitrary classification and with the growing rural non-farm popula-
tion the classification has little meaning.
15
.;......-,."-...
~;~~~;~
:~f~". ~-,
~:(;~<.-.
'-.-'-.-
:~~J,~--
