TestimoD)'
was also given by the District in support of the recom-
mended funds for the Army Corps of Engineers Proj-
ects in Southeastern Colorado.
The District's requests for funding was supported
in testimony presented by the Arkansas River Basin
Interstate Committee. representing the States of Ar.
kansas. Many people do not realize that
authorization of a Project by the Congress of the
United States does not provide full funding for it~
80mpletion. Rather, furlds are appropriated each year
by the Congres~ of the United Slates for the actual
amount of construction which CRn take place in thaf
Fiscal Year, and many times the Administration reo
duces the appropriations, vetoes them in their entirelv.
or impounds the funds. thus dela~'illg cons.truclion or

.....
QO
Q')
~

7

"~.:." ..

,
I
I
I
I

ACCOIJHTAIlTS'OPJ"lON

'outh...t.", Coloudo lI.tO< Con.orv.ncyOlotrtoc
Puoblo,Color.do

II. hu. uUlinod ,ho b.lonc. .h.... 01 tho Sout~...'.rn Color.~o lI.ur Con.."on'y
Ol"rltt .. of l)oc_bor JI.
