<br />with Officials of other Water Organizations through-
<br />out the United States, the members of the Board of
<br />Directors of the District adopted a Statement support-
<br />ing his recommendations, electing not to request addi-
<br />tional funds as had been required in previous years.
<br />Such requests by the District were looked upon with
<br />favor by the Members of Congress, which in each in-
<br />stance authorized the additions which enabled the
<br />Bureau of Reclamation to accomplish construction
<br />work which would otherwise have been delayed, thus
<br />prolonging the completion of the Project. TestimoD)'
<br />was also given by the District in support of the recom-
<br />mended funds for the Army Corps of Engineers Proj-
<br />ects in Southeastern Colorado.
<br />The District's requests for funding was supported
<br />in testimony presented by the Arkansas River Basin
<br />Interstate Committee. representing the States of Ar.
<br />kansas. Oklahoma, Kansas and Colorado: Colorad()
<br />Water COll!5ervation Board; Water Resources Congres:3
<br />and the National Water Resources Association. The
<br />Members of Congress authorized the refJuested funds
<br />in October 19i3, and President Nixon signed the Act
<br />shortl y thereafter.
<br />This important activity of the District requires
<br />close cooperation bet.....een the members of the Board
<br />of Directors, the Colorado Congressional Delegation.
<br />individual members of the Senate and House Appro.
<br />priations Subcommittees, Official Water Agencies and
<br />numerous others~ to insure that the funds requested
<br />are compatible with National, Regional and State
<br />activities. The Board expresses profound gratitude to
<br />U. S. Senators Dominick and Haskell, and Congress.
<br />men Evans and Armstrong, for their invaluable assist-
<br />ance in obtaining the lluthorized funds from their col-
<br />leagues in Congress. and to the other members of
<br />the Congress of the Urlited States who support Water
<br />Resource Programs.

<br />FRYINGPAN.ARKANSAS PROJECT
<br />
<br />On page 6 of this Annual Report, under the Sec.
<br />tion "Testimony Before Congress", We explained that
<br />each year the members of the Board of Directors of
<br />the District, in cooperation with Official Federal
<br />Agencies, members of the Colorado Congressional Dele-
<br />gation and other representatives of Water Agencies,
<br />develop testimony in support of appropriation9 to per-
<br />mit continued construction on the Fryingpan.Arkansa~
<br />Project and other Water Resources Programs in South.
<br />eastern Colorado. Many people do not realize that
<br />authorization of a Project by the Congress of the
<br />United States does not provide full funding for it~
<br />80mpletion. Rather, furlds are appropriated each year
<br />by the Congres~ of the United Slates for the actual
<br />amount of construction which CRn take place in thaf
<br />Fiscal Year, and many times the Administration reo
<br />duces the appropriations, vetoes them in their entirelv.
