<br />GOVERNMENT OF THE DISTRICT <br /> <br />c <br />r:) <br />~ <br />00 <br />~ <br />VI <br /> <br />Colorado State Statutes provide the District shall <br />be under the direction of a Board of Directors repre- <br />senting the area covered by the District. The Court <br />Order creating the Southeastern Colorado Water Con- <br />servancy District Ruled that each of the nine Counties <br />in the District would have two appointed Directors, <br />with the exception that one person would represent <br />that portion of Prowers and Kiowa Counties within <br />the District. Other Counties represented are; Chaffee, <br />Fremont. EI Paso, Pueblo, Otero, Crowley and Bent. <br /> <br />The members appointed to the Board are obli- <br />galed to carry out not only the provisions of the State <br />Statutes, but are also bound by such other agreements <br />and contracts as arc entered into by the District in the <br />conduct of water business in the interest of the present <br />and future citizens within the confines of the Con- <br />~ervancy District. <br /> <br />On April 20, 1972, the Honorable William L. <br />Gobin, Water Judge Division 2, appointed the follow- <br />ing Directors to a two year term: <br /> <br />Harold Christy <br />Dave Ciruli <br />Roy Cooper <br />George Everett <br />Leon Hook <br />John Huebsch <br />Dr. Wendell Hutchinson <br />John E. Thorn- <br />son--Pueblo <br /> <br />In July 1973, the Colorado State Supreme Court <br />assigned legal jurisdiction over the District to the <br />Honorable Matt J. Kikel, Presiding Judge, Division A, <br />in Pueblo, to succeed the Honorable William Gobin, <br />Water Judge, Division 2, who had been assigned teln- <br />porary jurisdiction in 1971. <br /> <br />Judge Kike\'s hrst OHicia\ act W85 on November <br />1. 1973, when he appointed Mr. Ray Nixon, of Colo. <br />rado Springs, to fill the unexpired term of Past Presi- <br />dent J. Sid Nichols, who passed away September 27, <br />1973. Mr. Nixon is eminently qualified as a represen- <br />tative for EI Paso County, due to his many years of <br />professional experience in water resource matters. and <br />his years of ~ervice as Director of the Public Utilities <br /> <br />5 <br /> <br />..,.......... <br /> <br />.._-~. .,-_.- ....~.. . <br /> <br />Department for the City of Colorado Springs. <br /> <br />On December 9, 1973, Mr. Harold H. Christy, of <br />Pueblo~ a Charier Member of the Board, and Nation- <br />ally famous Engineer, requested Judge Kikel to re- <br />lieve him of his duties as a Director for personal rea- <br />sons, and on December 28, Judge Kikel appointed Mr. <br />Ralph Adkins to succeed him. Mr. Adkins has served <br />in the Land and Water Department of CF&I Steel Cor- <br />poration, in Pueblo~ for many years, and his broad <br />knowledge of water resource matters in not only the <br />Arkansas River Basin, but the State and Nation, will <br />be of immeasurable ~en:ice to the District. <br /> <br />The Board of Directors meet monthly, at the <br />District OfIices, 905 Highway 50 West, Pueblo, Colo. <br />rado, and all meetings are held on the third Thursday <br />of each month at 10:00 a.m., unless the Board, bv <br />majority vote, ejects to change the date, or the place <br />or both. V isitors and members of the news media are <br />always cordially invited to attend the Board meeting~. <br />and the Directors are pleased with the large /lumber <br />of such persuns wh(J attend. <br /> <br />TESTIMONY BEFORE CONGRESS <br /> <br />In his Budget Message for FY 1974, President <br />Richard M. Nixon recommended to the Congress of <br />the United States an appropriation of $31,509,000.00 <br />for continued construction on the Fryingpan-Arkansas <br />Project, $6,400.000.00 for continued construction on <br />Trinidad Dam, and $700,000.1.10 to start construction <br />on the Las Animas Flood Control Project, both of <br />which are Army Corps of Engineers Projects in South- <br />eastern Colorado. Included jn the $31.509,000.00 was <br />the release of $970.000.00 which President Nixon im- <br />pounded in funds ~uthorized in FY 1973. When, and <br />if, authorized by the Congress, the total amount would <br />provide adequate funds for the Bureau of Reclamation <br />to continue work on Pueblo Dam, Nast Tunnel, Mt. <br />Elbert Pumped Storage Plant and funds necessary for <br />recreation, wildlife and fish programs, design, plan- <br />ning, O&M, limited right of way acquisition and com- <br />pletion of certain phases of the Project. <br /> <br />The Southea~tern Colorado Water Conservancy <br />District is the Legal Agency for the Fryingpan'. <br />Arkansas Project. having entered into a Contract with <br />the Uniled States on Januarv 21. 1965. whereby the <br />Dh\Tict wou\d repay, w..th ~nterest, th~ assigne'd re- <br />imbursable costs of the com pIe led Project.
