municipal and industrial water suppliers throughout the study area. When
compared with available supplies, conveyance system capacities, and
treatment plant capacities, the water demand projections will indicate
future requirements for each water supplier as well as for the region. The
water demand projections are also utilized in assessing the economic
effectiveness and financial viability of alternative regional water supply
approaches. Population growth, land development, and increasing levels of
water service represent revenue opportunities which can be applied to system
expansion costs. Both raw and treated water demands are examined in this
section; separate sections address water availability (Section 2) and
treatment plant capacity (Section 4).

The approach for preparing the water demand forecasts began with an
extensive primary and secondary data collection effort. Selection of a
suitable water demand forecastin9 approach followed. Supplier-specific data
were used to develop the demand forecasts. These were reviewed by the
Advisory Committee and refined until each supplier was satisfied with or at
least understood the basis for, the demand forecasts.

Published studies and available data related to water demand and supply were
9athered from the water supply entities throughout the study area plus other
organizations with an interest in regional water supplies. Two basin-wide
planning studies prepared for the Colorado Water Resources and Power
Development Authority were also used. One of these was for the St. Vrain
River Basin (R. W. Beck and Dames & Moore, 19B6), and the other was for the
Cache la Poudre River Basin (Harza, 1987). Additionally, unpublished
studies of water supply requirements in northern Colorado conducted by Mr.
William Steele were used and were particularly helpful.

Considerable care was taken in the water demand forecasting effort to
involve the municipal water suppliers within the study area. Primary data
collection among each of the water suppliers and local governments was
accomplished through interviews with water utility officials and local
planning departments within the study area. Since the eventual demographic
forecasts and water demand projections depended heavily on water supplier
information, the primary data collection effort was indispensable to the
