Any of a number of organizations individually or in combination with <br />one another could accomplish this purpose. <br /> <br />Ideal Institutional Fr~ework <br /> <br />Ideally, the institutional framework used for providing water supplies on a <br />regional basis would have the following attributes: <br /> <br />(1) Acceptable to all parties because of a minimum loss of <br />authority and control; <br /> <br />(2) Legally endowed with sufficient powers to obtain permits <br />for needed facilities, construct needed facilities, and <br />efficiently operate those facilities; <br /> <br />(3) Capable of singular, clear, and decisive leadership from <br />planning through construction and operation; <br /> <br />(4) Financially credible to facilitate borrowing at favorable <br />rates; and <br /> <br />(5) Simple, nonoverlapping management structures. <br /> <br />Certainly there are other criteria, but these represent key characteristics <br />that ideally would be embodied in a single framework. <br />
