<br />..'r. <br /> <br />PUBLIC SERVICE COMPANY OF COLORADO <br />APPRAISAL OF <br />HINMAN PARK RESERVOIR AND <br />SADDLE MOUNTAIN PUMP STATIONS <br />WATER RIGHTS <br /> <br />" <br /> <br />INTRODUCTION <br /> <br />; <br /> <br />Purpose and Scope <br /> <br />The Public Service Company of Colorado owns conditional <br />water rights for a direct flow diversion from the Yampa and <br />Elk Rivers at their confluence near Steamboat Springs, and <br />storage in Hinman Park Reservoir on the Elk River near Clark. <br />Colorado. The Federal Government is currently evaluating <br />proposals for including a portion of the Elk River under the <br />"Wild and Scenic Rivers Act" (PL'90-542). Some of the pro- <br />posals being considered would include the Hinman Park Reser- <br />voir site. Inclusion within the Wild and Scenic Rivers <br />system would preclude development of Hinman Park Reservoir <br />and result in a loss of the water right by Public Service. <br /> <br />~ <br /> <br />. <br /> <br />. <br /> <br />This report presents an appraisal of t~e value of the Public <br />Service Company water rights. It is based on a determination <br />qf_ the physical supply of-water available to the rights at~ <br />their decreed points of diversion and an analysis of the <br />legal supply available under priority administration.
