"".
~--.

-

-21-

.'.'

It is assumed that Hinman Park Reservoir is full
(44,039 acre~feet) at the beginning of the study per-
iod and that it is no longer functional if the volume
in storage (Col. 12) falls below the dead storage level
of 5,000 acre-feet.

Yield of Public Service Company Water Riahts

.

.
Figures 1 through 5 show the operation of the Hinman Park
Reservoir assuming Juniper capacities ranging from 200.000 af
t.o-W,~b~eeree or_=8:!\~cZ9:!\~. 'i-~cafl be seen=from FIg=-
ure I that if Juniper is constructed to the full decreed
capacity of 844,294 af, the Hinman Park Reservoir will not
be adequate to augment Saddle Mountain Pump Station de-
pletions. However, if the Juniper Project is built at a
capacity of 700,000 af or less, then it is believed that the
Hinman Park Reservoir will be able to adequately augment
depletion by the Saddle Mountain Pump Station and would fill
on an average of 5 years out of every 6. In addition, assum-
ing a 50% irrigation return flow and a 95% Power Plant re-
turn flow from Juniper, the Upper Colorado River Compact was
fully satisfied in all years studied. In some years the
amount of water delivered under the Compact commitment was
double the minimum required.

-

..

,

-
Since the provisions of the Saddle Mountain Pump Station
pecree allow diversion of a total of 130 cfs from the two
sites, operation of the Hinman Park Reservoir was investigat-
ed assuming this demand. It was fou~ that, assuming a 50%
consumptive use by the Pump Stations, the Hinman Park Reser-
voir will be depleted to its dead storage level of 5,000 af
in one year out of every six if the Juniper is constructed
to a capacity exceeding 200,000 acre-feet.

1416-
__ _u __ d

-I

_I

-

Although the six year study period is relatively short it is
believed to be representative enough of river conditions to in-
d~cater-Ene effect of the major conditional decrees on the
Public Service Company rights.
~ Leonard Rice Consulbng Wafer Englneers.lne,
