With respect <br />to costs related to waterfowl use, being of national sIgnificance, <br />It Is our Bureau"s belief that they should be nonreimbursable. <br /> <br />Because some of the fish and wildlife measures recommended herein serve <br />the dual purposes of mitigation and enhancement and, further, since <br />some of the enhancement measures are to be cost shared while others <br />are not, It appears appropriate to Identify and divide the costs <br />accordingly. <br /> <br />. <br />
