<br />Two sets of runs may be desired for all four scenarios. The <br />first set of runs shall exclude any consideration of <br />"bookovers" between storage accounts. The second set of runs. <br />which is optional. would consider the "bookover" concept if <br />such appeared to be a viable concept. The consultant shall <br />submit costs for performing the study both with and without <br />consideration of "bookovers". A "bookover" allows an entity <br />with a full account to "bookover" water it may have available <br />to a less than full account of another entity to avoid the <br />spill of such water. <br /> <br />The accounting procedures, calculations and worksheets <br />presented herein were developed before the concept of <br />"bookovers" was suggested for inclusion in the operations <br />study. Including this concept may require significant changes <br />to all the tables and the calculations. <br /> <br />The consultant will therefore be required to submit the <br />appropriate set of proposed accounting tables to the study <br />committee for review before proceeding with that analysis. <br /> <br />Providing model runs with "bookovers" will not legally <br />commit an entity to make its storage account available in the <br />future for such "bookovers", and any issues about the method of <br />making "bookovers" shall be referred to the Study committee <br />described herein. <br /> <br />Startinq Conditions <br /> <br />To simplify the operations study, the assumption will be <br />made that the permanent pool and the storaqe accounts therein <br />are full at the beginning of the first water year (October 1) <br />and that storage of inflows. releases to the river. and <br />evaporation losses will be made on that basis. Storable <br />inflows in excess of releases from the accounts and evaporation <br />losses will be credited to the storage accounts of the entities <br />up to the maximum allowable account contents. Releases to the <br />river and evaporation losses will be made from the storage <br />accounts. Evaporation losses will be computed based on the <br />percentage of the total reservoir contents allocated to each <br />entity. <br /> <br />It will be further assumed in the operation study that <br />storaqe space above the permanent pool has no water in it at <br />start uP. <br /> <br />Evaporation Loss Rates <br /> <br />The Division I Water Court approved the fOllowing average <br />net evaporation rates in Case #82CW425. application of the City <br />of Morrison for water rights in Bear Creek Reservoir. which <br />average evaporation rates will be used for all hydrologic <br />cycles: <br /> <br />-6- <br />
