Carbon and Lak.ewood. These six accounts are within the <br />permanent pool. The state would store under its rights in <br />priority to the extent that space is available (vacant) and <br />release water from its account whenever any entity was able to <br />store under its rights. <br /> <br />In Scenario B. those same six storage accounts remain <br />within the permanent pool and an additional five storage <br />accounts are located within the flood control pool, which rides <br />on top of the permanent pool. It is suggested that Agencies <br />operate off the top or from the flood control account first <br />prior to operating in the permanent pool. The state would <br />operate as in Scenario A. The study consultant could also <br />recommend that the state have an actual storage account of a <br />certain size if such appeared to be a more desirable <br />alternative in terms of minimizing fluctuations. This account <br />would be in the flood control pool. <br /> <br />In Scenario C, there are no storage accounts in the <br />permanent pool. Rather. there are seven storage accounts (one <br />for each entity) for 2625 a.f., all located in the flood <br />control pool. The state would operate as in Scenario Band <br />have some type of account. <br /> <br />Scenario D is the same as Scenario C, except that the state <br />would now have an actual account for 2000 acre feet and would <br />not attempt to operate solely to minimize vacant storage space. <br /> <br />-5- <br />
