<br />00533 <br /> <br />REVISED DRAFT (#10) - August 11,2004 <br />Clean Version <br /> <br />In general, meetings of this work group are considered to be an important part of <br />the consultation process. Nevertheless, these meetings should not be considered to be <br />sufficient for the purposes of consultation on any specific matter unless the concerned <br />parties are in agreement that no further consultation is necessary. <br /> <br />D. Protocols for Categories of Places and Resources <br /> <br />The order of discussion in this section follows that set out in earlier in this part. <br />with subheadings corresponding to each major category of consultation. Under these <br />subheadings, the protocols are set out, designated with lower case letters. In order to <br />reduce the potential for confusion in referring to these protocols, the system of <br />designation is sequential- the designation runs from (a) through (g) without regard to the <br />sub-headings, so that there is only one "protocol (a)" and so on. (For some of the <br />protocols, though, there are several steps.) <br /> <br />[NOTE: The letter designations have changed from the previous draft as a result of <br />moving the section on NEPA consultation (which was Protocol (a)) to what is now Part 4. <br />A number of wording changes have been made. mostly in response to suggestions from <br />NPS-GCNP, some in response to other commenters. The level of detail has generally <br />been kept the same as in the previous draft, The SP AHG memo included two <br />recommendations for changes that are relevant: <br /> <br />"Sections that apply to tile AMP and the sections that apply to the Historic <br />Preservation Plan are clearly delineated and distinguished," <br /> <br />"More detail is included on the protocols and less detail on NHPA and <br />NAGPRA." <br /> <br />In re-working the Plan to separate AMP consultation from HHP consultation, some <br />additional detail has been added in Part 4 on AMP consultation. Since HPP Consultation <br />is now separated into Part 5. and since the comrnenters who are signatories to the PA <br />generally did not object to level of detail in this part of the previous draft, I have kept the <br />level of detail pretty much what it was.] <br /> <br />(1) Historic Properties - NHPA Consultation <br /> <br />Protocol (a) - Actions that are specifically addressed in the Historic Preservation <br />Plan (HPP). For any action that is specifically addressed in the HPP, compliance with <br />the terms of the HPP will constitute consultation for purposes of this Consultation Plan. <br /> <br />Protocol (b) - Undertakings that are not specifically addressed in the Historic <br />Preservation Plan (HPP). For any proposed undertaking that is not specifically <br />addressed in the HPP, consultation with the Tribes shall include at least the following <br />steps: <br /> <br />24 <br />
