<br />00507 . <br /> <br />REVISED DRAFT (#10)- August 11, 2004 <br />Clean Version <br /> <br />INTRODUCTORY NOTE: This Draft of Tribal Consultation Plan is a work-in- <br />progress that reflects an effort to respond to comments on the Draft Consultation Plan <br />dated May 6, 2003, which was distributed for review and comment. That Draft was the <br />subject of review by the Glen Canyon Dam Adaptive Management Program Strategic <br />Plan Ad Hoc Group (SP AHG), which filed a report dated July II, 2003. Prior to the date <br />of the SPAHG report, comments were received from: <br /> <br />Grand Canyon National Park, National Park Service (GCNP) <br />Glen Canyon National Recreation Area, National Park Service (GCNRA) <br />Western Area Power Administration (W AP A) <br />Arizona State Historic Preservation Officer (AZ SHPO) <br />Colorado River Energy Distributors Association (CREDA) <br />Advisory Council on Historic Preservation (ACHP) <br /> <br />The Advisory Council on Historic Preservation (ACHP) and the Arizona State Historic <br />Preservation Officer (AZ SHPO) are agencies that are signatories to the Programmatic <br />Agrcement on Cultural Resources regarding the Operations of Glen Canyon Dam (P A) <br />but which are not represented on the AMWG, and as such their comments are not <br />reflected in the SPAHG report of July I I, 2003. In June 2003, CREDA's request to <br />become a signatory to the P A was approved b the Bureau of Reclamation (BOR), the <br />lead agency for t e P A. <br /> <br />In addition to written comments, Grand Canyon National Park (GCNP) prepared a <br />version of the Consultation Plan with suggested changes. This Draft was prepared using <br />the GCNP revision as the starting point and focusing mainly on response to the points in <br />the SPAHG memo. This draft is not yet complete in response to the SPAHG memo; for <br />example, the SP AHG memo calls for flow charts and a glossary section that have not yet <br />been developed. <br /> <br />In response to the SP AHG memo, this draft has been substantially restructured from the <br />previous version. This restructuring has made it difficult to be responsive to each point <br />raised in the various comment letters and memoranda. Over the next two weeks, I will be <br />doing more work on this draft to try to respond to the points raised by the various <br />commenters, and I may contact some of the commenters to discuss the points that they <br />raised on the previous draft.
