The responsibility for implementation of the Instream Flow <br /> <br /> <br />~ethodology discussed under B.2 above as a part of FWS participation is <br /> <br /> <br />evident from the language of item 10 under Scope of Work in the Schedule <br /> <br /> <br />A made a part of this MOA, that is: <br /> <br />"10. To provide to WRC a draft report which documents the <br />results of testing the instream flow methodology developed by <br />the Cooperative Instream Flow Service Group (IFSG) under a <br />previous MOA with WRC." <br /> <br />/ <br /> <br />Although normally participation by FWS in such an undertaking as this <br /> <br /> <br />would be the direct responsibility. of the FWS ~ivision of Ecological <br /> <br /> <br />Services, in this case the need for implementing and testing the methodo- <br /> <br /> <br />logy led to a determination that lead responsibility should rest with the <br /> <br /> <br />CIFSG, under the direction of Group Leader Clair Stalnaker. This was <br /> <br /> <br />confi rmed by a memorandum to all FWS Assi stant Regi ona 1 Di rectors for <br /> <br /> <br />Environment dated September 30, 1977, from the Associate Director, <br /> <br /> <br />Environment and Research. Basic authority for the FWS to enter into this <br /> <br />agreement with the WRC rests in the Fish and Wildlife Coordination Act <br /> <br />(16 USC 661, et. seq) and the Economy Act of 1932 (31 USC 636). <br /> <br />E. Participation by the Heritage Conservation and Recreation Service (HCRS). <br /> <br />As of March 2, 1977, the WRC entered into an MOA wi th the Bureau of <br />Outdoor Recreation (BOR) (subsequently absorbed as part of the HCRS) to <br /> <br />provide services to develop methodology on instream flow needs for <br /> <br />4 <br />
