I The quality and objectivity of GCMRC <br />research findings is ensured through competition and independent external scientific peer <br />review2 All proposals, data, reports, etc., are reviewed by independen't, external scientists as <br />well as by the GCMRC science team. <br /> <br />MANAGEMENT OBJECTIVES AND INFORMATION NEEDS <br /> <br />Introduction <br /> <br />Management objectives (MO's) and information needs (INs) help the science program <br />managers to focus studies on both measurable and attainable standards relating to future resource <br />conditions associated with the GCD-AMP's Strategic Plan. The MO's and INs also drive the <br />strategic planning process and they provide the basis for the annual monitoring and research <br />program described in this plan (see APPENDIX B for details on how this information is <br />generally linked to proposed science activilies). Both science cooperators and external peer <br />reviewers look to the GCD-AMP for insight about the goals and objectives of the Adaptive <br />Management effort, as well as the details about what specific conditions are desired for the <br />various resources of the river ecosystem. The challenge of clearly identifying the desired <br />resource conditions below the dam is a difficult but essential task of the AMWG and its <br /> <br />Technical Workgroup if the GCD-AMP Strategic Plan objectives are to be linked closely with <br />monitoring and research efforts. Clear identification by managers of "evaluation criteria" for <br />discerning when envirorunental objectives for downstream conditions are being met is ongoing. <br />One primary objective of the GCMRC's Strategic Science Implementation Plan, is to ensure that <br />science activities evolve to best meet the needs of the GCD-AMP as these evaluation criteria are <br />more clearly defined. <br /> <br />Historical Development of the Manal!ement Objectives and Information Needs <br />Using the nine resource areas in the EIS, meetings and workshops were held in 1996 to <br />formulate management objectives and to define information needs associated with the various <br />management objectives. These were intended to guide the development of GCMRC monitoring <br />and research activities. In 1997 and 1998, additional discussions were held to revise <br />Management Objectives and prioritize Information Needs.
