This has been due to the diffi- <br /> <br />culty in getting settlers for the land. By the above operation of <br /> <br />the system it has been maintained by the water oompany that water <br /> <br />available for storage under the Eastdale deorees in Colorado has been <br /> <br />stored in Costilla Reservoir and could be used on lands in COlorado, <br /> <br />which in the past were served or intended to be served by the Eastdale <br /> <br />system. This. together with the administration of deliveries under the <br /> <br />direot flow rights. brought about an interstate oontroversy whioh cul- <br /> <br />minated in an order of the State Engineer of New Mexioo that no water <br /> <br />stored in the Costilla Reservoir could be used on lands exoept those <br /> <br />situated in New Mexioo. This resulted in litigation from whioh de- <br /> <br />veloped suggestions that the oontroversy be settled by agreement be- <br /> <br />tween the interested parties of the two states, No water supply <br /> <br />studies had been ms.de of the stream and no information was available <br /> <br />as to the probable OOllOunt of land that could be served by the water <br /> <br />company system if the system were operated as a unit, disregarding en- <br /> <br />tire1y state lines, The discussion which follmvs indicates the land <br /> <br />that oou1d be irrigated if the system is so operated, <br /> <br />WATER SUPPLY <br /> <br />Reoords of runoff on Costilla Creek exist at the following <br /> <br />stations for the indioated period: Costilla below reservoir, 1936 to <br /> <br />date; Costilla at Costilla (near oanyon mouth) 1911-1922 and 1936 to <br /> <br />date; records exist of the stage of the Costilla Reservoir for the <br /> <br />years 1922 to date, These records largely are on a daily basis for <br /> <br />- 7 - <br />
