<br />C"';) <br />(0 <br />OJ <br />, :) <br />(:;> <br />. --"'" <br />~,- <br /> <br />, <br /> <br />COSTILlA RESERVOIR INVESTIGATIONS <br /> <br />INTRODUCTION <br /> <br />-- <br /> <br />Controversy over the USes of the Costilla Creek 'between the <br /> <br />water users 0 f New Mexico and Colorado have been prevalent for severRl <br /> <br />years, These controversies resulted in an action in the District Court <br /> <br />of New Mexico to prevent enforcement of an order 'by the state Engineer <br /> <br />preventirgthe use in Colorado of water stored in the Costilla Reservoir. <br /> <br />An action before the District Court of New Mexico upheld the order of <br /> <br />the State Engineer, An appeal was tAken to the United States Circuit <br /> <br />Court of Appeals, This Court recommended a settlement of the difficul- <br /> <br />ties by agreement if possible, A meeting WRS held by the Colorado Rnd <br /> <br />New Mexico interests and representatives of the San Luis Power & :'Jater <br /> <br />Company in SRnta Fe on August 21, 1941. At that meeting the situation <br /> <br />on the river was discussed in general tenns. An engineering investiga- <br /> <br />tion 'being conducted by officials of the State of New Mexico was not <br /> <br />complete, Representatives of Colorado suggested that Colorado, through <br /> <br />its "ater Conservation BORrd, would prepare a water supply study of the <br /> <br />stream, A meeting was scheduled for September 22nd to consider the <br /> <br />matter further and to discuss the results of the report on the water <br /> <br />supply, and tlw report 'being prepared 'by the State Engineer's office of <br /> <br />New Mexico, The follOWing report covers the results of the water sup. <br /> <br />ply studies, It was prepared by the staff of the Colorado Water <br /> <br /> <br />Conservation Board under the direction of the writer, <br /> <br />- 1 - <br />
