The leading laws, <br />regulations, and guidelines under which the study must be conducted and which <br />will restrict its extent are discussed. The organization that will conduct the <br />study and the responsibilities of the various components involved are intro- <br />duced. <br /> <br />The study will be divided into two phases. Phase I will involve the iden- <br />tification and quantification of the salinity problems in the unit area, the <br />identification of alternative solutions, and the selection of a most preferred <br />p1an(s). Phase II will collect feasibility design and environmental data, <br />develop feasibility level designs and estimates for the preferred plan(s) <br />selected under Phase I, and prepare the reports on the study. The specific <br />conduct of the study phases is discussed in Chapters III and IV. <br /> <br />Legislation, Regulations and Guidelines <br /> <br />The study will be conducted within the framework of applicable Federal <br />legislation and regulations as well as departmental and agency guidelines, <br />executive orders, and administrative policies, as they relate to water resource <br />planning and development. Copies of each are available for reference at the <br />Grand Junction Projects Office, 764 Horizon Drive, Grand Junction, Colorado, <br />and in the Upper Colorado Regional Office, 125 South State Street, Salt Lake <br />City, Utah. <br /> <br />Principles and Standards <br /> <br />The Water Resource Council's Principles and Standards for Planning Water <br />and Related Land Resources (as revised January 14, 1980). were established <br />pursuant to Section 103 of the Water Resources Planning Act (Public Law 89-80). <br />These Principles and Standards provide the framework for planning of Federal <br />and Federally assisted water and related land resource programs and projects. <br /> <br />The Water and Power Resources Service has subsequently adopted for its use <br />Guidelines for Implementing Principles and Standards for Multiobjective Planning <br />of Water Resources including recently approved Procedures for Evaluation of <br />National Economic Development (NED) Benefits and Costs in Water Resource Plan- <br />ning (Level C)(18 CFR Part 713 effective January 14, 1980). This document and <br />its subsequent revisions contain specific procedures for planning all Water and <br />Power Resources Service projects. <br /> <br />Water and Power Instructions <br /> <br />Water and Power Instructions are a multi-volume set of specific instruc- <br />tions approved by the Commissioner of Water and Power as standard operating <br /> <br />6 <br /> <br />.. <br /> <br />j"J <br /> <br />L <br />
